Q: We inform you that I visited the Riyadh municipality to obtain a birth certificate for my son (Ru'uf 'Isam 'Abd al-Rahim Isma'il), and they said: This name has not been approved by them, and the name must be changed, or we must bring them a fatwa from the scholars permitting the naming with this name: (Ru'uf). Accordingly, we submit this matter to your eminence to express your opinion on it. May Allah bless you and your knowledge, and may Allah reward you with good.
A: There is no harm in naming the son (Ru'uf); because this name is not among the names exclusive to Allah that it is not permissible to name others with, Exalted is He. And Allah named His Prophet Muhammad (peace and blessings be upon him) with this name in His saying, Exalted is He:
There has certainly come to you a Messenger from among yourselves. Grievous to him is what you suffer; [he is] concerned over you and to the believers is kind and merciful.لَقَدْ جَاءَكُمْ رَسُولٌ مِنْ أَنْفُسِكُمْ عَزِيزٌ عَلَيْهِ مَا عَنِتُّمْ حَرِيصٌ عَلَيْكُمْ بِالْمُؤْمِنِينَ رَءُوفٌ رَحِيمٌ
[At-Tawbah 9:128]
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
