Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. Then: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the Honorable Director of the Dawah and Guidance Centerin Abha, by his letter number (566/9/A) dated 5/8/1414 AH, which was forwarded to the Committee by the General Secretariat of the Council of Senior Scholars with number (3590) and date 8/8/1414 AH. His Excellency attached a question submitted by: (A. A. M. 'A). The text of which is: I present to you a question, which is that I have a daughter who is about thirteen and a half years old, meaning she has reached puberty and is obligated in what Allah has made obligatory upon her, and shewas afflicted with the well-known disease of epilepsy – as has been medically confirmed – and she is currently under treatment. This treatment is prescribed for her during the day and at night, and this disease still persists with her. She has seizures if she does not take her medication at its designated times during the day and night. It consists of pills that are swallowed with water. Is it permissible to pay the fidyah on her behalf for fasting, and is it permissible to pay it for the fasting of the month of Ramadan in one lump sum? Because the aforementioned girl has been ill for eleven years, and she is currently continuing her treatment. Please inform us, may Allah grant you success. Then the request was renewed to his Excellency by letter number (2395/2) dated
25/8/1414 AH, to attach the medical report. His Excellency responded by letter No. (641/9/A) dated 3/9/1414 AH, attaching the medical report, the text of which is as follows: (The patient is suffering from epileptic seizures, and she takes treatment for this permanently, daily, at a rate of five times during the day, at the times: (6 AM, 7 AM, 8 AM, 3 PM, 4 PM). It is not possible to administer the treatment in two doses or one dose daily during the day or night.
After the Committee studied the inquiry, it answered that her father must pay out fifteen sa' (a dry measure of about 3 kg) for each month of Ramadan if the month is full, and fourteen and a half sa' if it is short, to be given to some poor people, even if it is only one poor person, at the beginning of the month, in the middle of it, or at the end of it, until Allah cures her. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
