The first question of fatwa number ( 18021 )
Q1: What is the ruling on one who performed the tawaf al-ifadhah while not in a state of wudu' ?
A1: If one performs the tawaf al-ifadhah while not in a state of wudu', his tawaf is invalid; because ritual purity is a condition for the validity of the tawaf. Therefore, it is obligatory for the one who did so to return to Makkah and perform the tawaf al-ifadhah. If he engaged in sexual intercourse during this period, he owes a fidyah for the intercourse, which he must slaughter in Makkah and distribute to its poor. When he wishes to leave Makkah after the tawaf al-ifadhah, he must perform the farewell tawaf if his stay after the tawaf al-ifadhah was prolonged. However, if he travels immediately after the tawaf al-ifadhah, no farewell tawaf is required of him, and the tawaf al-ifadhah suffices for the farewell tawaf.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
