Allah the Exalted said:[Al-Isra 17:34] And He the Exalted said: [Al-Ma'idah 5:1] The contract that was made between you and the state is a covenant that you must fulfill according to what they direct you to do. However, I hope that the authorities in these matters will consider the situation so that they distribute these soldiers—traffic police, security forces, firefighters, and others—organizing them so that if possible, some have the opportunity to perform Hajj this year, and others have the opportunity to perform it next year, and so on, until everyone has performed the obligatory act.
