The questioner : What is the ruling on one who performed only the 'Umrah and did not perform the obligatory Hajj?

The Shaykh : The ruling is that his performance of the 'Umrah is valid in its place, and his conscience is clear regarding the 'Umrah, as he has fulfilled what is obligatory for him in it. However, the obligatory Hajj remains upon him, which is an individual obligation by explicit text and scholarly consensus. Therefore, if the time for Hajj arrives, he must perform Hajj at the House if he is able, due to the saying of Allah the Exalted:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Ali 'Imran 3:97]
. As for the belief of some people that one who performs 'Umrah before Hajj has no 'Umrah, this has no basis. In fact, the Messenger of Allah (peace and blessings be upon him) performed 'Umrah after his migration before he performed Hajj.
