The Shaykh : Because it is Allah who takes the souls, and the souls are not the ones who pass away. Although there is a basis for it in the Arabic language, the more eloquent form is "al-mutawaffa" (the deceased woman), so one says so-and-so is "mutawaffa" (deceased) and so-and-so is "mutawaffa" (deceased).
As for the answer to the question, if their mother was unable to perform Hajj during her lifetime, then she owes no Hajj, because Allah made the ability to perform it a condition for the obligation of Hajj, and He said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Ali 'Imran 3:97]

He said:
Who is Shubrumah? من شبرمة؟
He said: "A brother of mine or a relative." He said:
Have you performed Hajj for yourself? حججت عن نفسك؟
He said: "No." He said:
This is for you, then perform Hajj for Shubrumah. هذه عنك ثم حج عن شبرمة

As for if they want to give money to someone else to perform Hajj on her behalf, while they have not performed Hajj for themselves: if the money they give to the other person to perform Hajj for their mother is sufficient for them to perform Hajj for themselves, and they have no other money, then it is obligatory for them to perform Hajj for themselves, and it is not permissible for them to give anyone to perform Hajj for their mother. And if they have ample wealth, but they have not been able to perform Hajj this year, and they give someone to perform Hajj for their mother, then there is no blame on them. Yes.
