Q: We present to your Excellency that the Royal Ceremonies have a camp and tents in Muzdalifah to accommodate the guests of His Majesty the Custodian of the Two Holy Mosques after the departure from 'Arafah . When these sites are cleaned in preparation for the Hajj season, there are some weeds and small trees such as: al-ṭarf, al-'urfaj, al-'ashraq, and al-lasīq, which is a plant that sticks to clothes when anyone passes by it. There is also the qatbah plant, which spreads on the surface of the ground in a circle with a diameter of about 3 meters. These weeds and plants hinder the cleaning process, as they cover the walkways and tent sites, and they disfigure the appearance of the tent and canopy areas due to their dryness caused by the lack of rain this year. They also provide shelter for harmful insects. We hope your Excellency will graciously inform us whether it is permissible to remove them when cleaning these sites? We accept your Excellency's appreciation, may Allah preserve you.
A : It is not permissible to cut trees in the Sacred Precinct that grew naturally, due to the authentic, established hadiths from the Prophet (peace and blessings be upon him), including what the two Shaykhs narrated from the Prophet (peace and blessings be upon him) that he said:
Verily Allah held back the elephants from Meccaإن الله حبس عن مكة الفيل..
Sahih Muslim 1355a
until he said:
No doubt it is at this moment a sanctuary, it is not allowed to uproot its thorny shrubs or to uproot its treesوإنها ساعتي هذه حرام لا يختلى شوكها ولا يعضد شجرها
