Q1: I have, praise be to Allah, a retail store for ready-made clothing and women’s workshops where men work. I used to pay its zakah to the Zakat and Income Authority when the lunar year completed. The last zakah I paid to the Authority was for the period from 1/5/1410 AH to 30/4/1411 AH. I then established a clothing store and a fabric store, spending the funds I had on their setup. I did not pay zakah on the old store or the workshops during that year, intending to pay it when funds became available. However, I was not successful with the two new stores and sold them after a year and a half. Now, as we are at the end of the last quarter of this year 1416 AH, and in this blessed month – may Allah guide us and our Muslim brothers to the righteous deeds He loves and is pleased with in this year and other years – the old store and the women’s workshops have five years for which I have not paid zakah. 1- What is your esteemed opinion regarding the past years? Knowing that there is an annual inventory of the store, is the zakah of the store in the form of clothing and what the store contains, or a sum of money? 2- And what about the women’s workshops, is the shop itself subject to zakah, or the total income of the workshop at the end of the year?
3- If there are amounts in the bank from the income of the workshops and stores, and a lunar year has passed over them, is zakah due on them? Or is it sufficient to take the amount withdrawn to pay the zakah of the store and workshops?

A1: Zakah is obligatory on you upon the completion of every lunar year by taking an inventory of the goods you have prepared for sale, estimating their value, and paying one-quarter of one-tenth of the estimated value. Any money you have should be added to the value of the goods you estimate, and you should pay the zakah on the whole, whether the money is in your hand, in the bank, or as debts in the hands of people from whom you trust its return. You are obligated to pay zakah on the whole upon the completion of the year. For the years that have passed without paying zakah, you are obligated to pay the zakah on all the money and commercial goods you own, because it is a debt to Allah in your conscience that you must discharge. It is better for you to distribute your zakah yourself or through your agent. If the government requests it, you pay it to them, and your conscience is cleared of what you paid to them. As for the workshops, zakah is obligatory on what is prepared for sale therein, while what is for use and not prepared for sale has no zakah. The profit follows the principal in everything prepared for sale. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
