A business selling car parts, commercial parts not original, how do I pay its zakah?

Machine translationRead the Arabic original
Fatwa number ( 19975 )
Q1: I have a business selling car parts, commercial parts not original , I estimate their value at approximately ( 600.000 ) six hundred thousand riyals, but some of these parts are damaged, some have become old with no model, and some sell slowly. Also, I have debts to the owners of the parts of approximately four hundred thousand riyals ( 400.000 ) which I am unable to pay due to weak business, as I have become such that what I sell I spend on my family consisting of 22 people, 16 females, and 6
males. So, is zakah obligatory on the full amount? Knowing that I pay zakah on one hundred thousand riyals annually to the finance department and am unable to pay zakah on the remaining amount – which is the debt on me – and the value of the damaged and expired parts. So, is zakah obligatory on the debts on me and the value of the damaged parts, or is the zakah of the one hundred that I pay sufficient?

A1: It is obligatory for you, upon the completion of the lunar year, on what you have of goods for sale, or upon the completion of the lunar year on their value at which you bought them, to appraise them at what they are worth and pay their zakah, which is one quarter of the tenth of the appraised value.
