Ihram from the Miqat

Machine translationRead the Arabic original
His Eminence the Shaykh: There are people who come from their countries intending to go to al-Madinah, and they pass by the miqat. Are they required to enter the state of ihram from the miqat and go to al-Madinah in a state of ihram, or do they go to al-Madinah without ihram, and then when they return from al-Madinah to Makkah, they enter the state of ihram from the miqat of the people of al-Madinah?
They go to al-Madinah without ihram; because these people did not intend to go to Makkah, but rather they intended to go to al-Madinah. So they go to al-Madinah, and when they return from al-Madinah, at that time they will be heading to Makkah, so they enter the state of ihram from the miqat of the people of al-Madinah, which is "Dhu al-Hulayfah", which is now called "Abiyar 'Ali".
And praise be to Allah, Lord of the worlds.
