Q3: I live in the city of al-Khobar , and I want to perform an 'Umrah, if Allah wills. From which place do I enter the state of ihram and wear the clothes of ihram?
A3 : Whoever wants to perform Hajj or 'Umrah must enter the state of ihram from the miqat he passes on his way. Since you are coming to Makkah from al-Khobar, you must enter the state of ihram from the miqat of al-Sail if you pass by it or align with it, whether by land or by air. As for wearing the clothes of ihram,
it is to be done when entering the state of ihram for Hajj or 'Umrah, or before that; because the criterion is the intention to enter the state of ihram for Hajj or 'Umrah, or for both. As for wearing the clothes of ihram, it is not considered entering the state of ihram if it is devoid of intention. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
