Machine translationRead the Arabic original
Q135: This questioner says: It was reported from the Messenger of Allah (peace and blessings be upon him) that he said:
That seventy thousand of my Ummah will enter Paradise without reckoning, and among them is the one who does not seek ruqyahأن سبعين ألفاً من أمتي يدخلون الجنة بغير حساب، ومنهم: الذي لا يسترقون
How does a Muslim perform ruqyah for himself? And if he performs ruqyah for himself, does he fall under this hadith?

A135: The hadith states:
neither practise charm, nor ask others to practise itلا يرقون، ولا يسترقون
Sahih Muslim 220a
As for performing ruqyah for another person, that is an act of ihsan (excellence in worship). There is no harm in performing ruqyah for oneself or for another.
