Paying the alms of fitr on behalf of guests who spend the entire month of Ramadan with the host

Machine translationRead the Arabic original
The third question of the fatwa numbered ( 16428 )
Q3: Is it obligatory to pay the alms of fitr on behalf of guests who spend the entire month of Ramadan with the host , and is it obligatory to pay it on behalf of a woman to whom one has contracted marriage but with whom one has not consummated the marriage, given that she is still in her father's house? And what is the meaning of this hadith:
The Messenger of Allah (peace and blessings be upon him) commanded the charity of fitr to be paid on behalf of the young and the old, the free and the slave, among those for whom you are responsible.أمر رسول الله صلى الله عليه وسلم بصدقة الفطر عن الصغير والكبير والحر والعبد ممن تمونون
narrated by al-Daraqutni from Ibn 'Umar , and graded as good by Al-Albani . May Allah bless you, and peace be upon you.

A3 : A- A Muslim may pay the alms of fitr on behalf of a guest for whom he has provided expenses during Ramadan, provided he informs the guest of this and the guest agrees before the payment is made; however, it is better for this guest to pay the alms of fitr for himself from his own wealth, as he is the one addressed by the command. B- The fitr for a wife with whom the marriage has not been consummated is like financial maintenance; just as the husband is not required to provide maintenance for his wife until he takes possession of her, so too is the fitr. C- The meaning of the aforementioned hadith is that the Messenger of Allah (peace and blessings be upon him) commanded the Muslim to pay the alms of fitr on behalf of those for whom he is obligated to provide maintenance. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
