Giving zakat al-fitr in a bag with the weight written on it without verifying the accuracy of the writing

Machine translationRead the Arabic original
The first question of fatwa number ( 18426 )
Q1: If one of us wants to give zakat al-fitr to a specific person, and takes a bag of rice labeled 45 or 40 kilograms according to the weight of the manufacturing company, without emptying it to measure it by the sa' (a dry measure of about 3 kg), considering the sa' to be three kilograms, and if this bag is less than the required amount, he adds to it, but if there is an excess, he considers it voluntary charity, is that permissible?
A1 : He must verify the amount of the bag he is giving for zakat al-fitr, and he should not be content with what is written on it or that its amount is such and such; because it may be deficient, in which case some of the zakat al-fitr remains a debt upon him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
