Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. And after that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioners: the members of the Board of Directors of the Al-Khafji Charity Association, through the Association's General Secretary: Zayd ibn 'Abd al-'Aziz al-'Utaybi, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (251) and date 14 / 1 / 1418 AH. The questioner asked a question, the text of which is: His Eminence the Shaykh and Father: 'Abd al-'Aziz ibn 'Abd Allah ibn Baz , Grand Mufti of the Kingdom of Saudi Arabia , may Allah preserve him, peace be upon you and Allah's mercy and blessings. His Eminence the Shaykh and Father: The President and members of the Board of Directors of the Association
express their love, respect, and prayers for your health, well-being, and long life, and that Allah may make your knowledge beneficial. Since there was a discussion regarding a remaining balance from the "Iftar for the Fasting Person" account, specific to the Association, which exceeded the costs of the "Iftar for the Fasting Person" project in the recently past blessed month of Ramadan, and these amounts were collected from donors specifically for this charitable project (the "Iftar for the Fasting Person" project), we therefore ask for your guidance regarding it: Is it permissible to spend it in any other charitable fields carried out by the Association, or should the amount be carried over until the coming blessed month of Ramadan to be spent on the same "Iftar for the Fasting Person" project? We ask Allah to preserve you, care for you, and guide your steps on the path of good

After the Committee's study of the inquiry, it answered that the remaining amounts from the "Iftar for the Fasting Person" account in the month of Ramadan of the previous year should be kept for the coming year; because the donor who gave this money specified it for the fasting person, so it is not permissible to spend it on anything else, and because its designated use has not ceased or become inactive, it is set aside until the arrival of the coming month of Ramadan to be spent on what it was designated for. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
