Q1: We sometimes ask some merchants to donate to a project undertaken by the office, such as printing books and the like. Is it permissible to spend the amount donated by its donor on another matter and another project undertaken by the office ? For example, if someone donates to buy a computer for the office, is it permissible to spend the amount on printing books, and so on?
A1 : The general rule is that donations in such projects are voluntary charity other than zakah. It is obligatory to spend them in the field designated by the donor, and it is not permissible to spend them in anything other than what the donor designated, except with his permission. If it is difficult
to seek their permission and it is not possible to spend these amounts in what the donor designated, and there is a surplus of money, it is to be spent in charitable fields similar to what its donor donated for. However, if these benefactors are paying these amounts from zakah money, it is not permissible to spend them in the projects mentioned; rather, it is obligatory to spend them in the legitimate channels of zakah mentioned in the saying of Allah the Exalted:[At-Tawbah 9:60] the verse. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
