Paying Zakah to Charitable Institutions

Q: There is a charitable institution run by some students of knowledge. The mission of this institution is to serve the Prophetic Sunnah and spread it among people by having some researchers prepare studies on the Sunnah, authenticate hadith manuscripts, and publish them for free. Since this charitable institution is in the stage of establishment and construction, which requires providing many expenses and costs for the workers in this institution, is it permissible to pay zakah to it? Please give us a ruling, may Allah reward you.
A: It is not permissible to pay zakah to the aforementioned institution or any other charitable institutions; because the categories of zakah have been specified by Allah the Exalted in the noble verse, which is His saying:
Zakah expenditures are only for the poor and for the needyإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ
[At-Tawbah 9:60]
... the verse, and this is a restriction that indicates that it is not permissible to distribute
zakah in anything other than what is mentioned in the verse. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
