Fatwa No. ( 18302 )
Q: We respectfully submit to your Eminence what the members of the Commission for Promoting Virtue and Prohibiting Vice in al-Farshah, Tahama Qahṭān have observed, namely the occurrence of certain parties in that region in what they call there "al-Samwā," where a person names his son after a person from another tribe. Then the person after whom the son is named gathers some money and clothes, and there may be a car. He then goes with some of his group to the one who was named after him and gives him this money and other things called by them "al-Kaswā." Then the one who was named after him prepares a party for the one who was named, and slaughters a large number of camels, sheep, and other foods. After that, the one who was named prepares another similar party, which is larger than the first and may result in a greater loss. Is it permissible to eat from these meats and foods prepared for such parties? I hope in Allah, then in your Eminence, that you will issue a fatwa on this matter, so that Allah may benefit everyone with it. May Allah preserve you.
A: These feasts held on the occasion of naming, by the one who names and the one after whom the son is named, are not prescribed; because they are spending in an improper place. It is recommended for those who wish to spend to give what they intend to spend to the poor of the tribe, widows, orphans, and the needy among relatives and others. Allah the Exalted said:[Al-Baqarah 2:215] . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

They ask you, [O Muhammad], what they should spend. Say, "Whatever you spend of good is [to be] for parents and relatives and orphans and the needy and the traveler. And whatever you do of good - indeed, Allah is Knowing of it."
