Q: When a person marries within the tribe, the shaykh of the tribe collects money from every married man, one hundred riyals, from every individual in the tribe, and records it in a list, which is then given to the groom on that night. The total is approximately fourteen thousand riyals, increasing with every individual who marries in the tribe. One of its negatives is that it is collected even from those in Riyadh and Tabuk and Abha and all regions of the Kingdom, even if they did not attend that night. Those closest to him are obligated to pay it, and if someone does not hand it over, the shaykh of the tribe and his assistants compel him to pay it. Also, if a marriage takes place, this compulsory aid is never received in full, but only partially, from two to three thousand. Some people ask to discontinue it, while others who have not benefited from it demand that it be kept. It causes commotion and disorder in the tribe. Its duty and positives are that it helps the groom on that night and assists him in the marriage. We ask you, your Excellency, to kindly provide us with a ruling on this custom: is it the correct way and we should follow it, or is it the opposite and we should avoid it? We accept your greetings.

A: Cooperation among the members of the tribe is good and one of the noble traits, especially when there is a need for assistance, such as in the case of marriage and the like. However, the assistance should not be compulsory for every individual in the tribe, but rather voluntary and a donation; based on the saying of the Prophet (peace and blessings be upon him):
The wealth of a Muslim man is not lawful except by the willing consent of his heartلا يحل مال امرئ مسلم إلا بطيب من نفسه
