Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the Honorable Director of the Dawah and Guidance Center in Dammam , No. (22\1\1259), dated 25\8\1421 AH, accompanied by the inquiry submitted by His Excellency the Commander of the Military Police of the Border Guard in the Eastern Province,
and referred to the Committee by the General Secretariat of the Council of Senior Scholars, No. (5458), dated 1\9\1421 AH. His Excellency asked a question, the text of which is as follows: We inform Your Eminity that we had a department called the Financial Claims Department, and a new organization was established for it in the year 1417 AH. Before this year, a sum of nine thousand seven hundred and five (9705) riyals remained unaccounted for in our records. This amount was collected from some of our individuals for the benefit of citizens, and several attempts were made to identify the citizens for whose benefit this amount was collected or the individuals from whom it was deducted, but none of them could be identified . Therefore, we would like your Eminity to inform us whether it is possible to spend this amount on building and repairing mosques in the Border Guard? We ask Allah to preserve you and care for you.
After studying the inquiry, the Committee responded that it is obligatory for the one who collected the aforementioned amount to exert the possible means to identify the payers and the payees, including making an announcement among them. If it becomes difficult to identify them after exerting effort, then he should give the aforementioned amount in charity with the intention of it being on behalf of its owners, or it should be placed in a charitable project. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his companions.
