Taking money that one saw fall from a person

Q1: We ask Your Eminence about a person from whom a sum of money fell, and he saw it
a person took it; that is, this money, but he did not know that person, and the desire for money took him, but he did not return that money, and he now does not know its owner, but he has already used this money, so what should he do? Should he keep it with him after two years have passed? We ask for a reply. May Allah reward you with good.
A1: It is obligatory for the person who took the money to return it to its owner if he is alive, or to his heirs if he is dead. If that is not possible, he should give it in charity to the poor with the intention that it is on behalf of its owner, along with repentance to Allah (Glorified and Exalted is He) for what he did. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
