The Ministry of Health Provides Soil for Tayammum

Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. Having reviewed the inquiry submitted to His Eminence the Grand Mufti from the inquirer, His Excellency the Minister of Health, and referred to the Committee by the General Secretariat of the Council of Senior Scholars under number (9251) and dated 29/8/1423 AH:
We wish to present to Your Eminence a sample of the soil for tayammum adopted by the Religious Awareness Department of the Ministry of Health with the aim of assisting patients who are unable to perform wudu with water due to their health conditions, and to make it available to every patient admitted to the hospital. In this sample, care was taken to ensure it is safe for health, easy to use, and cleaner compared to the soil containers currently used in hospitals. This sample consists of a sponge saturated with soil and wrapped on all sides except the top, such that there is a space sufficient to strike the hands on the sponge through a fabric through which the soil can pass. This sample is used for each patient individually, such that it is disposed of after the patient is discharged. We ask Your Eminence to kindly issue a fatwa regarding the conformity of this sample with the rulings of Islamic Sharia, knowing that, if Allah wills, it will be distributed to all health sectors in the Kingdom and other Islamic countries after its religious approval. May Allah guide Your Eminence to all good, and grant you abundant reward and recompense, and prolong your life in righteous deeds, for He is the All-Hearing, the Responsive.
After studying the inquiry, the Committee holds that this model
is sufficient for hospitalized patients who are unable to use water, as long as the dust is present in it. May Allah guide them all to what is good.
