The questioner : If a person is in a state of major ritual impurity and it is difficult for him to use water due to the severe cold, and he wants to perform dry ablution, but rain has fallen on the ground, so there is no dust in this soil, and one of the conditions of dry ablution is that the soil used must have dust, what should he do, O honorable Shaykh? I ask for your guidance?
The Shaykh : Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, and upon his family and all his Companions. If a person is in a state of major ritual impurity, he must perform the full ritual bath, as Allah the Exalted said:[Al-Ma'idah 5:6] If the night is cold and he cannot perform the full ritual bath with cold water, it is obligatory for him to heat it if he is able to do so. If he is unable to heat it because there is nothing available to heat the water with, then in this case he performs dry ablution for the major ritual impurity and prays, as Allah the Exalted said: [Al-Ma'idah 5:6] And if he performs dry ablution for major ritual impurity, he becomes pure thereby, and he remains in a state of purity until he finds water. If he finds water, it is obligatory for him to perform the full ritual bath, as established in "Sahih al-Bukhari" in the long hadith of Imran ibn Husayn, in which the Prophet (peace and blessings be upon him) saw a man sitting apart from the people who had not prayed. He said: He said: I was in a state of major ritual impurity and there was no water. The Prophet (peace and blessings be upon him) said: Sahih al-Bukhari 348 Then water became available afterwards, so the Prophet (peace and blessings be upon him) gave him water and said This indicates that if the one who has performed dry ablution finds water, it is obligatory for him to purify himself with it, whether it is for major ritual impurity or for minor ritual impurity. And if the one who has performed dry ablution does so for major ritual impurity, he becomes pure from it until he incurs another major ritual impurity or finds water. Accordingly, he does not repeat his dry ablution for major ritual impurity for every prayer time; rather, after performing dry ablution for major ritual impurity, he performs dry ablution for minor ritual impurity, unless he incurs major ritual impurity.
And regarding the questioner's statement that rain has fallen so he did not find soil with dust, and that one of the conditions of dry ablution is to perform it with soil that has dust, we say: The stronger opinion is that it is not a condition for dry ablution that it be performed with soil that has dust. Rather, if he performs dry ablution on the ground, it suffices for him, whether there is dust in it or not. Accordingly, if rain falls on the ground, strike your hands on the ground and wipe your face and your hands, even if the ground has no dust in this case, as Allah the Exalted said:[Al-Ma'idah 5:6] And because the Prophet (peace and blessings be upon him) and his Companions used to travel to regions where there was nothing but sand, and rain would fall on them, and they would perform dry ablution as Allah the Mighty and Majestic commanded. The stronger opinion is that if a person performs dry ablution on the ground, his dry ablution is valid, whether there is dust on the ground or not.

And if you are in a state of janabah, then purify yourselves
وَإِنْ كُنْتُمْ جُنُبًا فَاطَّهَّرُواBut if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it. Allah does not intend to make difficulty for you, but He intends to purify you and complete His favor upon you that you may be grateful.
