Q1: Is it permissible for a zakah collector sent by the zakah administration to assess the crops and date palms based on the knowledge of the local assessors or on the basis of previous zakah documents, without physically inspecting these farms and date palms? Or is he required to inspect those assets himself to verify and confirm whether the wealth intended for zakah has reached the nisab or not? Please give us a ruling, may Allah reward you, if Allah wills.
A1: It is obligatory for the zakah collector sent by the state to appraise grains and fruits to physically inspect the crops and date palms he intends to appraise, in order to verify their quantity, whether zakah is due on them or not, and if it is due, what the amount is. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
