Some people see it as sufficient to limit tarawih to the last ten nights

Fatwa number ( 14420 )
Q: We have a mosque where the Friday prayer is held every week, and the entire village gathers there. Then the blessed month of Ramadan comes once a year, and the majority gather there for the tarawih prayer. Then the last ten nights of Ramadan arrive, and some of them perform the witr prayer, while others perform it by praying five units with five taslims. However, they insist that the imam pray the witr with them, even though he is praying with the others, arguing that they see those who perform the witr in the Haram praying it at the beginning of the night and at the end. According to our knowledge and what we hear, the night prayer is prayed in pairs, followed by one unit as the witr.
We request your Eminence to inform us about how the witr is performed for those who perform it and those who do not wish to perform it, as there has been much debate on this matter. You are the reference after Allah in what Muslims disagree upon. We ask you to provide us with a detailed answer?

A: It is prescribed for the people of the mosque in the tarawih prayer to perform the witr only once, and the witr should be the last of their prayers. It is not permissible for a person to perform the witr twice in one night. It is established that the Prophet (peace and blessings be upon him) said:
There are no two Witr in one night.لا وتران في ليلة
Jami` at-Tirmidhi 470Sahih (Darussalam)
However, if the imam performs the witr for part of the congregation at the beginning of the night, he does not repeat the witr for himself a second time. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
