Reciting one or two verses in a single rak'ah of the tarawih prayer

Fatwa number ( 19650 )
Q: Some of the worshippers object to us in Ramadan reciting one or two verses in a single rak'ah without opening the Noble Qur'an, meaning that we recite from the beginning of Surat al-Baqarah from verse number (1) to verse number (13) in four rak'ahs, and sometimes in six rak'ahs. Is this practice permissible? May Allah preserve you and guide your steps.
A: It is known from the way of the Prophet (peace and blessings be upon him) in the night prayer that he would lengthen the prayer greatly, including the recitation. Many hadiths indicate this, among them that Abu Salama asked Aisha (may Allah be pleased with her) how the prayer of the Messenger of Allah (peace and blessings be upon him) was in Ramadan. She said:
The Messenger of Allah (ﷺ) did not pray more than eleven rak'ahs during Ramadhan and other than Ramadhan. He would pray four rak'ahs. Do not ask about their elegance and length. He then would pray for rak'ahs. Do not ask about their alegance and length. Then he would pray three rak'ahs.
Sunan Abi Dawud 1341Sahih (Al-Albani)
, agreed upon as authentic. It is also established from the Companions (may Allah be pleased with them) that when 'Umar (may Allah be pleased with him) gathered them for the tarawih prayer, they would lengthen the recitation until they used sticks to support themselves in the long standing. Accordingly, it is prescribed for the imam in the tarawih prayer to lengthen the recitation to a degree that does not burden the ma'mumin, otherwise he should recite a number of verses in a rak'ah. As for limiting oneself to reciting only one or two verses in every rak'ah, it is better to avoid it; because it deprives the ma'mumin of hearing much of the Qur'an and denies them the reward and recompense. The imams of the mosques should fear Allah in their prayer, and be advisors to their brother ma'mumin, encouraging them to pray and striving to convey good to them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
