Witr in the case of combining prayers due to rain

Machine translationRead the Arabic original
The first question of Fatwa number ( 18277 )
Q1: In the case of combining 'Isha' with Maghrib due to rain, is it permissible for a person to pray the shaf' and witr in the mosque after the combined 'Isha' prayer has concluded, or is it obligatory for him to wait until the actual time of 'Isha' arrives, then pray the sunnah, and then the shaf' and witr? What is the best course of action? Please issue a ruling, may you be rewarded, and may Allah reward you with good.
A1: If the 'Isha' prayer is combined with Maghrib by advancing it for a valid legal excuse, it is permissible to pray witr afterwards, but delaying it until the end of the night is better if possible. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
