If one comes for Jumu'ah and finds no place except outside the mosque, does he pray the greeting of the mosque?

Machine translationRead the Arabic original
The first question of Fatwa number ( 16978 )
Q 1: I pray Jumu'ah in a mosque near us, but I am sometimes late due to circumstances. I find the mosque full and the mats spread on its outer sides. If it is written for me that I pray on the outer sides of the mosque, is it obligatory for me to pray the greeting of the mosque or not?
A 1: If the situation is as described, then what is outside the mosque, such as the open area and the surrounding street, does not have the ruling of the mosque. Therefore, it is not prescribed to perform two rak'ahs with the intention of the greeting of the mosque. However, you may pray the rawatib or voluntary prayer in general. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
