their position (foundlings), and their complete needs are secured, as the state, may Allah preserve it, provides all the needs of the residents, including food, drink, clothing, and school supplies, in addition to paying a monthly stipend ranging from (300 to 600 riyals), which varies according to the stages of general education. Fifty percent (50%) of this is saved, and the amounts are deposited in special accounts for the residents, so that each student has a special account for himself. These amounts complete a lunar year. Is zakah obligatory on these funds? If zakah is obligatory, is it to be paid out and delivered to the supervising administration to be spent on them in appropriate ways, or is the zakah to be collected and distributed among the residents?
