Questions nine and ten from Fatwa number ( 19479 )
Q 9: Is it permissible to combine the Zuhr and 'Asr prayers ? Especially since it is difficult and burdensome to find a place to pray outside the home, particularly when going shopping, where it is difficult to find a prayer area in those places.
Vol. 9: It is obligatory to perform every prayer in its time, as Allah the Exalted said:
Indeed, prayer has been decreed upon the believers a decree of specified times.إِنَّ الصَّلاَةَ كَانَتْ عَلَى الْمُؤْمِنِينَ كِتَابًا مَوْقُوتًا
[An-Nisa 4:103]
, and as per the authentic hadith of Jibril regarding the times of prayer; when the Prophet (peace and blessings be upon him) led the prayer in the first part of the time
of every prayer and in the last part of it, and he said:
The time between these two times is a timeما بين هذين الوقتين وقت
Musannaf Ibn Abi Shaybah 36:381
, narrated by Ahmad and al-Nasa'i and others, and al-Bukhari said: (It is the most authentic thing regarding the times of prayer), and it is not permissible to combine the prayers of Dhuhr and Asr, or Maghrib and Isha, except for a valid legal reason, such as travel, illness, or the like. As for shopping and the absence of a place designated for prayer, this is not a legal excuse for delaying the prayer from its time or combining it with the other. It is obligatory for the Muslim to strive to pray, to care for it, and to perform it in its times wherever he is.

Q 10: Is it permissible to combine the prayers while we are in the airport terminal of the city we live in , especially given the difficulty of finding a prayer area on the plane?
A 10: If the airport is outside the city, then you may combine the two prayers and shorten them; because the dispensations of travel have begun for you. However, if the airport is inside the city, then it is not permissible to take the dispensations of travel until the plane takes off and leaves the city. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
