The traveler who stops in a town: does he combine prayers or only shorten them?

The first question of Fatwa No. ( 18912 )
Q 1: Many times I travel to Khamis Mushayt , and Khamis Mushayt is about 350 km from my residence in Bisha , and from this travel many matters arise: 1- What is the ruling on shortening the prayer for me? 2- I intend to shorten the prayer because I know that I will return to Bisha before four days, but then it becomes more likely to me that I will stay or reside for more than four days, so I complete the prayer. What is the ruling on the first shortened prayer before it becomes more likely to me that I will reside for more than four days? 3- If I am traveling from Khamis to Bisha where my home is, and I prayed Maghrib on the way and prayed 'Isha' with it shortened,
and I arrived in Bisha and the people are in prayer (the 'Isha' prayer) or the mu'adhdhin is calling the adhan, am I required to repeat the 'Isha' prayer?
A 1: Your shortening of the prayer during your travel from Bisha to Khamis Mushayt is permissible for you during your travel, and you may combine the Zuhr and 'Asr prayers and the Maghrib and 'Isha' prayers, either by advancing or delaying them, according to what is most convenient for you, especially if your journey is hastened. You may shorten the four-rak'ah prayer to two rak'ahs in the place where you intend to reside for four days or less, if you are with a group of travelers praying with you. If you are alone, pray with the congregation; because shortening is a recommended practice (sunnah) and congregational prayer is obligatory, and you do not leave an obligation for the sake of a recommended practice. Your shortening of the prayer before it becomes more likely to you that you will reside for more than four days is valid. As for your praying Maghrib and 'Isha' by advancing them during your return to your town, and then arriving in your town at the time of the 'Isha' adhan, you are not required to repeat the 'Isha' prayer; because you did what the Shari'ah has permitted you to do, and you performed the Maghrib and 'Isha' prayers in their prescribed time for you. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
