Q: Since we are soldiers stationed at the northern border on guard duty , and at first we moved to a different location every week, and we used to shorten the four-rak'ah prayers and combine the midday and afternoon prayers and the sunset and night prayers, but now, two months ago, we have settled in one place and lived in tents, boxes, and houses
that are ready, and we have added some comforts and electric generators in some places. My question is about the ruling on shortening and combining, given that we are certain that we are staying in this place for a long period, and when we move from it, the officials notify us a week or so in advance. We ask for a quick answer. May Allah reward you with good. And may Allah send prayers and blessings upon Muhammad and his family and his companions.

A: Based on what you mentioned about your staying in the aforementioned place for a long period, it is obligatory for you to pray every prayer in its proper time in full, not shortened; because, given the situation you described, you are not considered travelers. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his companions.
