Q: Since we are in the al-Bahah region at this time, there is often heavy fog that may sometimes obscure visibility, and there is rain at intervals and severe cold. We do not know whether it is permissible for us to combine the prayers in these circumstances. Please note that some of us, if they head to the village which is 10 km or more from the workplace, do not arrive there until after the time for prayer has ended. We ask your Eminence to inform us about this matter. May Allah protect and preserve you.
A: It is permissible to combine Maghrib and 'Isha' if there is falling rain
that wets the clothes, or mud that makes it difficult for the worshippers to reach the mosque, in order to relieve the hardship of the worshippers. As for fog, it is not an excuse for permitting the combining of prayers. Those who are far from the mosque such that they do not hear the adhan should pray in congregation in their location. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
