Question:
Following this, a message was received for the program from al-Ahsa, al-Ayun, sent by our brother, the listener Sa'd Saleh al-Gharib. He discusses an issue, saying: “O His Eminence the Shaykh, I hope you will answer this question: Is it permissible to combine the Dhuhr and Asr prayers during times of rain, or during severe cold that affects the elderly? We have noticed that in winter, some mosques combine Dhuhr and Asr, while others only combine Maghrib and Isha. Did this come from the Messenger of Allah (peace and blessings be upon him)? As for combining Dhuhr and Asr, some say there is a dispensation in it, while others say it is better not to combine them. We need a comprehensive answer on this topic. May Allah reward you with good and guide your steps?”

Answer:
It is permissible, according to the correct of the scholars’ opinions, to combine Dhuhr and Asr, and Maghrib and Isha, when traveling, when ill, and in the rain; all of this is permissible. In the authentic hadith, it is stated that he (peace and blessings be upon him):
combined the Zuhr and Asr (prayers), and the Maghrib and Isha (prayers) in Al-Madinah, without being in a state of fearجمع بين الظهر والعصر، وبين المغرب والعشاء من غير خوف ولا سفر
Jami` at-Tirmidhi 187Sahih (Darussalam)
And in the other wording:
without any danger and rainمن غير خوف ولا مطر

This indicates that combining prayers for the sake of rain is a known matter, and there is no blame in it. Even though he (peace and blessings be upon him) left combining without an excuse, praying each prayer in its time, and the Shari'ah settled on the fact that prayer is in its time, and that there is no combining except for an excuse. For this reason, he (peace and blessings be upon him) taught them the times so that they would pray Dhuhr in its time, Asr in its time, Maghrib in its time, Isha in its time, and Fajr in its time. But if an obstacle arises for a person, such as rain that makes it difficult for him to go to the mosque, the imam combines Dhuhr and Asr, and Maghrib and Isha, according to the most correct opinion.
Some scholars permitted it for Maghrib and Isha, but not for Dhuhr and Asr. The correct view is that it is permissible for both, if there is a need for it due to illness, or travel, or rain and slippery conditions—rain that makes it difficult for people on their way, making it difficult for them, or slippery markets that make it difficult for them to walk in. So the correct view is that there is no blame in combining. Yes.
