Combining Prayers Due to Fog

The first question of Fatwa No. ( 20094 )
Q 1: We are in a cold region where fog and cold are frequent,
especially in the winter season. The question is: Is it permissible to combine the Zuhr and 'Asr prayers, and the Maghrib and 'Isha' prayers, in such a situation, or is combining not permissible except in the case of rain? May Allah reward you with good.

A 1: It is permissible to combine the Maghrib and 'Isha' prayers if there is falling rain that wets the clothes, or mud that makes it difficult for the worshippers to reach the mosque, in order to remove hardship from the worshippers. As for fog, it is not an excuse that permits combining. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
