Q: In our area, there are border guard and army centers , and their distance from the province of Sharurah varies; some are eighty kilometers away from Sharurah
meters, such as the Al-Akhashim center, some are two hundred and fifty kilometers away, such as the Umm Gharib center, and some are five hundred kilometers away, like Al-Kharakir. The workers in these centers are not with their families, and they stay in these centers for varying periods; some stay for a fixed period, such as six months or a year, and some stay for an indefinite period, not knowing when they will be transferred. Also, some Bedouins live around these centers in large numbers reaching the hundreds. The question, O Noble Shaykh: What is the ruling on shortening the prayer for the aforementioned, whether they are the workers in the centers or the Bedouins living around them? Is it prescribed for them to shorten or complete the prayer? Is it prescribed for them to establish the Friday prayer or not? Please issue a ruling for us, may Allah reward you, so that we may inform the aforementioned, as they are in difficulty regarding their matter and ask about this topic frequently.
A: As for the soldiers who do not know the duration of their stay in the place where they are stationed, which is more than eighty kilometers away from their place of residence, it is permissible for them to shorten the prayer; because the rulings of travel have not been lifted for them. And whoever among them knows that he will stay in the place for more than four days, it is obligatory for him to complete the prayer; because the rulings of travel have been lifted for him. As for the Bedouins around these centers, it is not permissible for them to shorten the prayer; because they are not considered travelers in their movements for grazing, and they do not have a homeland
certain, and because the Prophet (peace and blessings be upon him) did not order those Bedouins of the nomadic tents in his time to shorten the prayer. As for the Friday prayer, it is not valid unless there are permanent residents in the place. And whoever is not a permanent resident among the stationed soldiers and the Bedouins, he prays it with them following them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
