Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: the Head of the Religious Affairs Department in the Northern Region of the Border Guard, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (469) and date
18 / 1 / 1420 AH. The questioner asked several questions, and after the Committee studied them, it answered as follows: First question: We have more than 40 border centers in the Northern Region, and these centers do not have established, independent mosques separate from the center building; rather, one of the rooms is used as a prayer place, or carpets are placed in the center hall and prayed upon. It is known that the five daily prayers are performed in the aforementioned places. Since there has been much discussion regarding the permissibility of holding the Friday prayer within these centers, and since some have held that it is not permissible to hold the Friday prayer based on something they heard from one of the scholars, what is the ruling on holding the Friday prayer within these centers, and are there specific guidelines or conditions? It is known that the majority of the workers in the centers do not stay for a long period in the center, but are transferred from one center to another; therefore, we hope for your Eminence to answer our question urgently, given its importance, so that the opportunity is not left for those who are not scholars to delve into such issues.

A 1: It is not permissible for the personnel of your centers to hold the Friday prayer by themselves; because they are not settled residents, and one of the conditions for holding the Friday prayer is continuous settlement. However, they should pray the Friday prayer in the mosques of the town around them where the Friday prayer is held, if they are close to them, and if not
there are no mosques around them where the Friday prayer is held by the people of the town, then they should pray the Dhuhr prayer. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and companions.
