The questioner : A questioner from Jeddah says: We performed Hajj as tamattu' pilgrims two years ago, and we completed all the acts of Hajj, if Allah wills, including the tawaf al-ifadah, the sa'y, staying overnight, standing at 'Arafah, and the sacrificial animal. However, we assumed that the farewell tawaf was not required of me or any of my family members. We did not perform the farewell tawaf because we visit Mecca every so often, and we believed that the farewell tawaf is only for those coming from outside the Kingdom. Is what I did valid? If it is not valid, what should be done, and what is the expiation? As two people.
The Shaykh : All the acts of Hajj performed by the questioner are valid, but leaving off the farewell tawaf is not valid. Ibn 'Abbas (may Allah be pleased with him and his father) said: The people were departing from every direction, so the Prophet (peace and blessings be upon him) said:Sahih Muslim 1327. Therefore, the people of Jeddah and those closer to Mecca than Jeddah, when they leave Mecca after Hajj or 'Umrah, it is obligatory for them to perform the farewell tawaf, unless they delay the tawaf al-ifadah and perform it at the time of departure, in which case it suffices for the farewell tawaf. Likewise, in 'Umrah, if they perform the tawaf and sa'y and shorten their hair, then return to their families, they do not need to perform a farewell tawaf, because the first tawaf is sufficient.
The rule among the scholars in the case of such people is that it is obligatory for each one of them to pay a blood expiation, meaning a fidyah that is slaughtered in Mecca and distributed to the poor, for leaving off this obligatory act.
May Allah reward you, O esteemed Shaykh, and may Allah bless you and your knowledge, and benefit Islam and the Muslims through you.

None amongst you should depart until he performs the last circumambulation round the House.
