Is the farewell tawaf obligatory for a man residing in Makkah who wishes to travel to his home country, and is it permissible to remain in Makkah after the farewell tawaf?

Machine translationRead the Arabic original
The questioner : The second question says: I am currently working in the Noble Makkah, and I have been there for two years. So, when I travel during my annual leave, is it obligatory for me to perform the farewell tawaf? I should mention that I perform Hajj, whether for myself or for deceased relatives. Is it possible to perform the farewell tawaf at night and then travel in the morning? In other words, is it possible to sleep after the tawaf, eat, or buy food, and then travel, or is it not?

The Shaykh : The farewell tawaf is obligatory for every person who leaves Makkah, whether he is a pilgrim performing Hajj or 'Umrah.

The questioner : Yes.

The Shaykh : So, if you came for Hajj or 'Umrah and performed it, you do not leave until you perform the farewell tawaf. However, if you came to Makkah for something other than Hajj or 'Umrah, such as for work, to visit a relative, or something similar, then the farewell tawaf is not obligatory for you in that case, because you did not come to perform a ritual that would make the farewell tawaf obligatory. The farewell tawaf must be the last thing one does, based on the saying of the Prophet (peace and blessings be upon him):
No one should depart until his last act is at the House. لا ينفر أحد حتى يكون ءاخر عهده بالبيت
Musannaf Ibn Abi Shaybah 9:969
But the scholars granted a dispensation to the one who performed the farewell tawaf, allowing him to do the things one does while passing through or walking, such as buying a need on the way, or waiting for a group to arrive so he can ride and walk with them. As for the one who performs the farewell tawaf and then stays, intending to remain for purposes other than these things and their like, it is obligatory for him to repeat the farewell tawaf. Yes.

The questioner : The last question says: If the last question, in reality, does not concern Hajj but rather zakah.
