The second question of Fatwa No. ( 18356 )
Q2: Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet
and after him. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the honorable head of the Commission for the Promotion of Virtue and Prevention of Vice in Jibbah, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (5382) and date 12/11/1416 AH. The questioner asked a question, the text of which is: Young men take water with them on a picnic for eating and drinking, and it may exceed their need. Do they have the right to perform dry ablution (tayammum) , and if the water runs short, are they required to search for water in their surroundings, or is it obligatory for them to send one of them to the town to bring water, which involves a degree of hardship, or is it permissible for them to perform dry ablution (tayammum)?

A 2 : If the water is far from them, and the water they have with them is not sufficient for their needs and their ritual purity, then they should perform dry ablution with clean earth and conserve the water for their needs. And Allah knows best. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
