Question:
In his second question, the questioner says: We see some people praying without wudu' at all, and sometimes they do not complete their tayammum even though water is available. When we discuss this with them, they argue that they live in the desert and water is scarce, even though sources for bringing water exist and water is available. The question is: Is the prayer valid in such a case?

Answer:
It is obligatory for every Muslim to perform wudu' for prayer when water is present and he is able to use it. If he is unable due to the distance of the water, its absence, or an illness that prevents him from using it, he must perform tayammum with dust. He strikes the ground with his hands and wipes his face and hands. This is what is obligatory. Whoever prays without wudu' and without tayammum, his prayer is invalid. One of the two is necessary:
Wudu' when able and when water is present and one is able to use it. If it is nearby and can be transported, he goes and performs wudu', or he transports the water in his car or on his mount to drink and perform wudu'.
As for the one who is unable to use water because of an illness that would harm him, or because there is no water, having only a little water for his need of eating and drinking, he performs tayammum, and praise be to Allah. For Allah says:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا
[Al-Ma'idah: 6] And the Prophet (peace and blessings be upon him) said:
Clean earth is the Wudu' of the Muslim, even if he does not find water for ten years.الصعيد وضوء المسلم، وإن لم يجد الماء عشر سنين

He performs tayammum with the ground he is on, striking the dust with his hands and wiping his face and hands. This is what is obligatory for every Muslim.
And whoever is unable to perform tayammum and unable to use water, he is excused. If a person is tied to a pole or a pillar and cannot perform tayammum or wudu', he prays according to his condition. Or if he is a sick person who cannot move, and there is no one to perform wudu' for him, and no one to perform tayammum for him, he prays according to his condition.
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Al-Taghabun: 16]
Allah does not charge a soul except [with that within] its capacityلا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
