Question:
Our brother asks as well, saying: Some places are scarce in water, having only enough for drinking, especially in remote military locations. Sometimes the need arises for ghusl. Is tayammum sufficient in this case?

Answer:
If one is in a place where there is no water, such as a traveler or a prisoner who is not given water, then tayammum is sufficient for him
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[al-Taghabun:16]. He strikes the earth with his hands and wipes his face and hands with them for janabah and for minor ritual impurity. However, if he can obtain water by requesting it, by buying it at the usual price, or by going to it within the time, then he performs wudu' and does not perform tayammum; because Allah says:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا
[al-Nisa:43], and the Messenger of Allah (peace and blessings be upon him) said regarding tayammum:
If one does not find waterإذا لم يجد الماء

.
The point is: if water is found, whether in travel or in residence, it is obligatory for him to perform ghusl and wudu', even if it requires buying it at a price that does not cause injustice. But if he is unable to do so, he performs tayammum; because Allah says:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[al-Taghabun:16], and He the Exalted and Majestic says:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا
[al-Nisa:43]. Yes.
