Q: We are your sons in the Islamic Forum. Among our da'wah and educational activities in the African continent , we wish to print copies of the Noble Qur'an and distribute them to the general Muslim population. Due to the scarcity of Qur'ans in the hands of Muslims, you may enter a Muslim village and not find a single Qur'an in it, and many of them still use wooden boards to read the Qur'an. We would like to add some guidance related to the Salafi creed and some important rulings of Islamic law at the end of the Qur'an in different languages, given the rarity of knowledge of the Arabic language and because this method will greatly help in spreading useful Islamic guidance to Muslims in those lands; for it will be printed with the Qur'an, which Muslims eagerly seek to obtain, and it will enter every mosque and home it enters, which helps in its spread, acceptance, and reaching the largest possible number of people. This is the custom of some printers who append the Baghdad Rules and some of the rules of Tajwid and the supplication for completing the Qur'an to the Mushaf, among other things. There are two issues we fear falling into: First: that this may open the door for some innovator institutions, which we fear may do the same as we are doing, and include in the instructions they place ideas and rulings that are innovations contrary to the Sunnah, and we may—seeking refuge in Allah—have opened a door of evil to the Muslims. Second: the assumption of some readers that those guidelines are part of the Mushaf as a result of being printed at the end of the Qur'an, due to the prevalence of ignorance among them. We will work to address this issue by printing those

And our question is: What is the extent of the legitimacy of that action, and what is the extent of its falling under the prohibition of the Prophet (peace and blessings be upon him) regarding writing the Sunnah for fear that it will be mixed with the Qur'an, and does Your Eminence see in this project, whose benefits and great utility for Muslims you are aware of, what necessitates proceeding with it in light of the fear and caution for the Book of Allah the Exalted and Majestic? Give us a ruling, may you be rewarded.

A : The principle upon which the practice of the Ummah has proceeded is to keep the Book of Allah the Exalted free from any additions, whether they are introductions, appendices, or otherwise, and for the mushaf to remain in its transmitted script among the Muslims without change, alteration, or addition; therefore, we advise you not to add what was mentioned. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
