Q: Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Rector of the Islamic University of Madinah , No. (301), dated 18/1/1417 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, No. (626), dated 29/1/1417 AH. The questioner asked the following: (I am attaching to Your Eminence what my brother al-Nu'man ibn 'Abd Allah Zubayr wrote to me regarding reciting with the recitation of Warsh , which he heard from one of the Imams at the University Mosque. It was attributed to Your Eminence in your comment on some recitations
your statement: (As for in lectures, prayers, and gatherings of people, the reciter or Imam should not recite except with the recitation of Hafs only; in teaching and Quran circles and the like, it is sufficient to learn this art). I have referred the matter to the honorable Dean of Student Affairs, Dr. 'Awad ibn Ahmad Sultan al-Shahri , and attached what his honor wrote on the subject. I hope Your Eminence will graciously review this and provide guidance on what Your Eminence sees regarding the matter).
A : After the Committee studied the inquiry, it answered as follows: It is not permissible for the Imam of a mosque or a reciter to recite the Noble Quran in prayer or in gatherings of people except with the recitation that is known and well-known in the country where he is, whether the recitation of the people of that country is that of Hafs or Warsh or Qalun or any other of the mass-transmitted recitations. This is to prevent confusion and to avoid causing commotion among the general public. However, if a person recites for himself, or in teaching circles and the like, with another recitation for the sake of teaching, that is good and sufficient for learning and teaching this knowledge. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
