Q: I intend to cover the ground of a cemetery in my village with sand to protect it from becoming muddy during the rainy season. In my reading of your book (Collection of Fatwas and Diverse Articles, Volume 1, p. 402, Second Edition, 1411 AH / 1990 CE), I came across your statement: “It is authentically reported from the Messenger of Allah (peace and blessings be upon him) the prohibition of writing on graves, as it is authentically reported from him the prohibition of building on them, and of adding to them anything other than their own soil.” I am afraid of falling into what is not permissible to do in the Shari'ah. Therefore, I ask you to clarify the issue, knowing that
my intention in covering it with sand is to buy sand and gravel to place on the ground of that cemetery so that it does not become muddy during the rainy season, which causes difficulty for its visitors.

A : There is no harm in placing soil on the paths between the graves in order to remove the mud for the passage of visitors and others, but nothing of that soil should be placed on the graves to increase their height beyond the Shari'ah-prescribed height, which is the length of a forearm. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
