Q: Some people in the Shaqra province , in an effort on their part, have placed walkways (roads) made of concrete and cement in the cemetery so that they can serve as paths for people to pass through . The question, O honorable Shaykh: Is this action permissible in the Shari'ah, or is it better to place paths and roads without cement or concrete? Because generations may come after us who see these paths built of cement and concrete and add to them, and innovations will occur little by little. Please issue a ruling, may Allah reward you.
A : It is obligatory that the cemetery remain as it was, without introducing anything into it. Whoever needs to pass through to visit a grave or for any valid purpose should move between the graves and avoid stepping on any of them; because laying walkways in the manner requested in the question may lead to other things that are not prescribed; and because they crowd the graves and take up part of the cemetery land, and the remaining spaces in the cemetery are needed for burying the dead. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
