All praise is due to Allah alone, and peace and blessings be upon the one after whom there is no prophet. Having reviewed the matter submitted to His Eminence the Grand Mufti by the Permanent Committee for Scholarly Research and Ifta, from His Excellency the Director of Endowments, Mosques, and Guidance and Preaching in the Al-Ahsa Governorate , bearing number (22/2/2399) and dated 1/11/1426 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (3372) and dated 16/11/1426 AH, His Excellency asked a question the text of which is as follows: We submit to Your Eminence a copy of the recommendation of the Sub-Committee for Advisory Affairs of Mosques, Guidance, and Preaching in the Al-Ahsa Governorate , number (43), adopted in its (thirteenth) session held on 5/6/1426 AH, which includes a request for a fatwa from Your Eminence regarding the observation of the Committee Chair, the honorable Shaykh Dr. 'Abd al-Rahim ibn Ibrahim al-Sayyid al-Hashimi : Some people are cutting out sections from the sides of the prayer rows in mosques, measuring (40 to 60 cm), and turning them into walkways for pedestrians paved with ceramic, marble, or similar materials. This has caused confusion between those who support it, seeing benefit in it for reducing movement between those who join the prayer late, and those who oppose it, viewing it as an innovation that deprives the rows of their fullness and reduces the area designated for prayer. So please issue a ruling on this, may Allah reward you.
After studying the inquiry, the Committee responded that there is nothing wrong with creating these passageways on the sides of the mosque, given the benefit involved, but on the condition that they do not occupy a large area of the mosque.
