The first question of Fatwa number ( 18549 )
Q1: The Messenger of Allah (peace and blessings be upon him) commanded us to maintain cleanliness and to purify ourselves from urine, as he said: and so on. This applies to both men and women. Your Eminence, the Mufti of the Kingdom, also commanded us to take three pebbles, which I believe is for the back passage only. Did the hadith come regarding the front passage, meaning the penis? And another question: Since Allah the Exalted is not shy of the truth, if men purify themselves with pebbles, whether for the back or the front, with what do women purify themselves at the front when water is not available?
A1: Using pebbles for cleaning, or whatever serves as their substitute other than bones and dung, serves the same purpose as using water for cleaning in purifying the front and back passages, and men and women are equal in this regard. It is obligatory to use three clean pebbles for each of the back and front passages. If these are not sufficient, it becomes obligatory to add more until cleanliness is achieved. It is better to use an odd number; if one achieves cleanliness with four, it is prescribed to use a fifth for cleaning, and if one achieves cleanliness with six, it is prescribed to use a seventh; due to the generality of the saying of the Prophet (peace and blessings be upon him): . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Protect yourselves from urine
