It contains the ruling of the Permanent Committee and the rulings of the scholars of the Holy Land , and it quotes the words of contemporary scholars and from the Salaf, including the Companions and others. According to the printed text, it is from "(.... for the Apothecary)." Inside the envelope are printed yellow papers, said to be printed with saffron for certain verses and hadiths. That what is mentioned in the attached pamphlet in the question, regarding writing verses with saffron or the like on paper or in pure plates, which causes no harm, and then washing the writing with pure water to be given to a patient or the afflicted, is a permissible act that the Salaf issued rulings on. This is because it falls under seeking healing with the Qur'an, and because it is free from shirk (associating partners with Allah). As for sprinkling the house with it to drive away the jinn and be safe from their harm, this is not permissible, because there is no evidence for it, and it is not included in what the Salaf permitted.
