A 1 : Reciting over water containing saffron, then dipping the papers in this water and selling them to people for the purpose of healing with them, this action is not permissible,
and it must be prevented; because it is a scheme to consume the wealth of people by means of falsehood, and it is not of the prescribed ruqyah (healing by Qur'anic recitation) that some scholars have stated is permissible, which is writing verses on a paper or something pure in clear writing, then washing that writing and drinking the wash.
